Why do I have two payment carriers?

Currently, I do not accept VISA payment with CCBill. If you want to use VISA or PayPal, use that button. Billing was originally set consistent with CCBill's available billing rates. Although I have done my best to make membership rates reasoanbly consistent, they are dependent on the billing rates available with CCBill and PayPal respectively.
